Eduardo MARTINEZ is an Industrial Engineer, holds a M.Phil. Degree in Planning and Development from the University of Sussex (England), and a PhD Degree in Political Economy of Science and Technology from the University of Paris-III (France).
He is the Chief of Section for Science and Technology Strategic Planning and Evaluation in UNESCO; formerly he was UNESCO Regional Specialist in Science and Technology Planning and Management for Latin America and the Caribbean. Before, he acted as Professor and Coordinator of the Master Programme on Educational Research and Planning at Ibero-American University (Mexico), and as a Professor in the Division of Post-Graduate Studies of the Faculty of Engineering at Mexico National Autonomous University (UNAM). He has written numerous books and articles published in various countries.
For many years, he has been interested in strategic planning of science, technology and innovation (STI), R&D multicriteria Evaluation, University evaluation and accreditation (programmes and institutions), and new technologies (solid-state lighting -LED and solar energy).
